With the development of economic, the demand for higher educationexcesses the supply for it. Every high school continually makes investment onhigher education project. But Chinese appraisal technique concerning to highereducation investment project has not been built. Under this circumstance, thisarticle made a useful studying on higher education investment project appraisal,and the main results of this thesis are expressed as follows:Firstly, this article studied the basic theory of higher education investmentproject. After defining the meaning of higher education investment project, itanalyzed its features of public project and external economic, and expoundedthe input and output of the project and their characteristic, which establishedthe theory basis for the following appraisal on higher education investmentproject.Secondly, based on the appraisal content of common investment project,taking into account the features of higher education investment project, thisarticle put forward that we can appraise the higher education investment projectfrom six aspects of investment scale, investment region, investment structure,investment economic benefit, investment social benefit and the project'ssustainablity. Futher using the national appraisal method of commoninvestment project for reference, this article builded economic expense-benefitflow chart to make national economic appraisal on the project. Everyinvestment project is risky, higher education investment project is notexceptional. For investors can cognized the investment risk of this project, thisarticle analyzed the investment risk from two aspects of financial risk andoperational risk, and put forward several measurements to avoid the investmentrisk.Thirdly, By detailedly expounding every aspect's meaning, influencedfactors and appraisal content, this article systematically constructed theappraisal index to make evaluation on higher education investmentprojects'rationality. considering the grey feature of investment project and theappraisa index's hierarchy and complexity, this article introduced grey theory,and applid multiple hierarchy grey evaluation method to appraise the rationalityof higher education investment project.Finally, we apply the higher education investment project appraisal theoryand method to evaluate the western campus of Yan-Shan. The combination ofthe theory and case perfects this paper.
