Education has been attached great importance in China. It resulted to the increased investment of Infrastructure projects in colleges and universities. Because of expanding size and improving the condition of study, research and living, many colleges and universities has enlarged the infrastructure and built the new campus. The scale of investment is expanding unceasingly. The cost and management benefits which were taken no account have been gradually paid attention. However, the infrastructure projects in colleges and universities are facing over-budget and worst performing. The feasibility study report is just a procedural document, not of actual meanings. The staff are of low initiative and education level in management. From the point of construction necessity, the feasibility study is very important in the initial phase for the colleges and universities. In the building phase, the management of technology and cost is also gained the recognition. In the post- phase when the projects finished, the benefits are downplayed, the evaluation is empty in almost every universities.According to the current situation of infrastructure projects in colleges and universities and lack of post-benefits evaluation, this paper trid to resolve these problems from the following aspects:(1)Analysis the different methods of post-benefits evaluation in infrastructure projectsThe comprehensive benefits post-evaluation methods are varied currently, e.g. Succeed Degree Evaluation, Comparison Evaluation, Fuzzy Comprehensive Evaluation, Gray Evaluation Method and Logical Framework Approach. This paper reviewed the content and scope of these evaluation methods. However, infrastructure projects in colleges and universities are different from the other projects in the special resourece of funds and unique purpose. Based on the analysis of evaluation methods, we explored an appropriate methods for infrastructure projects in colleges and universities.(2)Exploration the content and index system of the comprehensive benefits post-evaluation for infrastructure projects in colleges and universitiesWe conducted the systematic review, comparison study, Delphi evaluation and case analysis to explore the content of the comprehensive benefits post-evaluation for infrastructure projects in colleges and universities.The contents were suggested to included social development, ecology environment, economical benefit and technical benefit. According to the particularity of infrastructure projects in colleges and universities, social development, ecology environment and economical benefit were considered from macro- and micro-view.The establishment of index system were preliminary finished by the reviews on ecological economics, theory of Sustainable Development, theory of Social Benefit on contruction projects and the cases anaylsis the other type of project post-evaluation. Then, selection of index were conducted by the experts surveys. We summarized four first-level indexes, including technical benefit index, enviormental benefit index, economic benefit index and development index, and fifteen second-level indexes, including technical advancement, technical suitability, technical applicability, technical reliability, environmental quality, environmental pollution, environmental cost, ecological balance, static payback time, net present value, Netasset balances rate, Sustainable development degree, Improve the level of teaching and research, Improving the educational environment, optimal allocation of resources. After the evaluation model and index system were fixed, we used the Experts Surveys, Analytic Hierarchy Process and Comparison method to set the weight of index.(3)Improving the method of multi-level fuzzy comprehensive evaluationAccording to the fixed content of comprehensive benefits post-evaluation for infrastructure projects in colleges and universities, the method of multi-level fuzzy comprehensive evaluation was improved:the index system was established based on the characteristics of infrastructure projects in colleges and universities; the weight of indexes were caculated by the Analytic Hierarchy Process; the indexes were dealed by the multi-level fuzzy comprehensive evaluation.(4)An empirical application and suggestion for benefits post-evaluationThis paper selected a case of a students’ apartment project of a 985 university in Shanghai. The case was evaluated by the fixed method and weighted index to illustrate our views. According to the deficiency of the method, this paper made some advices of the rules, technology and system for the future benefit post-evaluation.
