The higher education of our country has been of a considerable scale since several great strides are made in development in recent years. The multi-approach structure of raising funds has been constructed, and the "bottle-neck"problem that restricts the development of our higher education for a long time is seemed to be solved to a certain extent. However, the management level of our higher educational investments is low indeed, and lavishing money on education profusely without limit often occurs in many occasions. These facts have severely hindered our higher education from developing in a sustained and healthy way. This is mainly due to that for a long time in our country; the employment of the higher educational investment funds has not been effectively managed without the mechanism and methods of post-evaluation on investments in higher education, which leads to fail to gain in experience and maturity and to introduce the competing mechanism. The tool of post-evaluation on investments has remarkable advantages in scientific decision, well-disciplined activity, improving management and promoting efficiency of funds for investment. Therefore, this research is of a great significance of both theory and reality. First of all, the general frame for post-evaluation on investment in higher education is proposed based on the higher educational investment theory, the higher educational cost-returns theory and human capability investment theory. Then, an index system for post-evaluation on investment in higher education, which suits the features of our higher education at present, is established from the four aspects such as the payout of higher educational funds, investment transition, investment efficiency and invest returns through the investigation into the actualities of our higher educational investment. After that, through comparing of the exist methods of post-evaluation on investment and introducing the concepts of fuzzy mathematics to the post-evaluation on investment in higher education, the fuzzy comprehensive assessment method of post-evaluation on investment in higher education on basis of hierarchy process analysis is proposed, and an example is studied with the algorithm implemented with computers. The results demonstrate that the proposed method is effective and applicable. Finally, the detailed reform ideas are offered against the problems existed in investing in higher education in our country; and through the investigation into the problems and their causes in the post-evaluation on investment in our higher education; some advices are also suggested on the establishment of post-evaluation mechanism of our higher educational investment.
