The Study On Applying Structure Of Compulsory Educational Expenditure Of China

The development and quality of the compulsory education represent the cultural quality and spiritual level of a nation as well as that of a country. Consequently, high quality compulsory education need higher devotion. The unreasonable applying structure of our compulsory educational expenditures and its low efficiency become one of the obstacles which restrict compulsory education developing healthily.To get rid of this predicament, economics awakening is necessary. This article emphasizes to study the applying situation of our compulsory educational expenditures, and analyzes the existing problems and their reasons, then puts forward with the methods to optimize the applying structure by drawing on the successful experiences of foreign countries, thus increasing the efficiency and making our educational investigation shifting from extensive to intensive management.Firstly, this article summarizes the research findings of the scholars both home and abroad, and emphasizes the particularity and necessity of studying the compulsory educational expenditure structure, then reviewed related theories on compulsory education, compulsory educational finance system and educational expenditure allocations, then puts forward with the content and thread of the article.Secondly,according to the structure of compulsory education, the article adopts contrast analysis on the statistical indicators and related data of the construction expenditure and career expenditure, career expenditure structure (public expenditures and personnel expenditures), public expenditures structure (public cost and working cost) in the span of 2000—2005, and builds the regression models on the basis of relativity analysis.Then the artcle elaborates the allocation situation of our compulsory educational expenditures by analyzing the data relationship between different indicators of the inner applying structure. Thirdly, according to the results of the data analysis, the article points out the existing problems and analyzes the reasons from the aspects of system and operation by way of on-the-spot investigations and interviews.Finally, having analyzing and elaborating the successful experiences of compulsory education of foreign countries,considering the state of our country,the article comes up with the solutions to optimize the applying structure of our educational expenditures.
