The system of national school education mostly can be divided into several stages, generally, our school education system includes:elementary education, secondary education and higher education, the primary school education and junior secondary education belongs to the elementary education, it is the stage of compulsory education, and it has very strong consistency."The nine layer, begins with the base soil." The stage of compulsory education is the base of all types of education at all levels. Personally, complete primary school and junior high school education will lay the foundation for the development of their physical and mental health, but also for its receiving secondary education provides conditions. From a national perspective, only primary education popularization and the enhancement, secondary education, higher education can spread and improve step by step. After years of reform and development, our country’s compulsory education has made great progress, but it still exists problems hindering our country elementary education to further improve and perfect, compulsory education is a kind of public product, it has high dependence on government, among them the most outstanding issue is the lack of compulsory education resource, financial shortage, and the allocation of compulsory education resource is disequilibrium, these are important reasons to improve their allocation efficiency.Therefore, this paper uses the data envelopment to analyze the compulsory education resource allocation efficiency of our country’s31provinces, and the conclusion is:some areas because of input crowding leads to the low efficiency of the allocation of compulsory education resources in our country, at the same time also can see our country compulsory education resources in the distribution between the provinces is not balanced. Then through the panel data analysis of compulsory education resource allocation efficiency and fiscal expenditure, they have positive correlation. On this basis, the paper put forward corresponding improvement opinions and suggestions to further improve the allocation of compulsory education resources efficiency.
