Study On The Efficiency Of Compulsory Education Fiscal Expenditure In Anhui Province

Education has a basic,leading and overall status in economic and social development and national prosperity.Compulsory education as a starting point is the cornerstone of the entire education undertaking and has a direct impact on the height,breadth,and depth of follow-up education.Compulsory education as quasi-public goods,its source of funding is mainly provided by the state finance,and it has nature of compulsory,mandatory and popular.Even though the level of economic development in Anhui Province has continued to increase in recent years,the scale of fiscal expenditure on compulsory education has continued to increase,there has been a phenomenon of uneven distribution of educational funds and waste of resources.This paper categorizes data from 2004 to 2015,starting with the status quo of financial expenditure for compulsory education in Anhui Province,and detailed analysis of expenditure scale,expenditure structure,and investment growth of fiscal funds for compulsory education in Anhui Province;then using the proportion of the tertiary education expenditure in the tertiary education,the number of full-time teachers,the ratio of students to teachers,the number of schools,and the number of classes to describe the status of compulsory education resources allocation in Anhui Province.Finally,using the super-efficient DEA model and the Malmquist index to measure the fiscal expenditure for compulsory education in Anhui Province Efficiency.Current research shows that in terms of financial investment in compulsory education,the absolute scale of education expenditure in Anhui Province has grown rapidly and has been increasing.However,the absolute scale and relative proportion have not shown a consistent upward trend with the increase in GDP and fiscal expenditure;in Anhui As for the allocation of provincial compulsory education resources,the proportion of fiscal expenditure per student in compulsory education in Anhui is relatively low in tertiary education,the distribution of financial expenditure in compulsory education is uneven,and the number of graduates in primary and middle school students both show a downward trend,but the number of primary school full-time teachers is overall with a downward trend,the number of full-time teachers in junior high schools rose first and then declined.The number of teachers with senior titles in compulsory education increased overall.The analysis of the super-efficient DEA model shows that the overall efficiency of Anhui Province is generally effective for DEA.From the perspective of investment,the expenditure on compulsory education in Anhui Province does not appear to be underinvested,which is reasonable;from the perspective of overall output indicators,the efficiency of financial expenditure for compulsory education in Anhui Province is relatively effective.The analysis of Malmquist index shows that the effect of changes in technological progress in the efficiency of financial allocation of compulsory education finance in Anhui Province is very small,and mainly depends on pure technology effect and scale effect.In general,the fiscal expenditures for compulsory education in Anhui Province accounted for a relatively low proportion of educational expenditures,and there was a waste of resources for primary and secondary school teachers in Anhui Province,the technical efficiency of fiscal expenditure for compulsory education in Anhui Province was relatively low,and the overall efficiency of fiscal expenditure for compulsory education in Anhui Province was not high..Proposed that Anhui Province should ensure that the fiscal expenditure for compulsory education accounts for a stable proportion of education expenditure,optimizes the size of compulsory education classes through the field investigation mechanism,and improves the technical efficiency of fiscal expenditure for compulsory education.
