After centuries of development, teachers' educational system in our country has evolved into three-level: composing of high university normal education, professionalized normal education and middle normal education. Teachers' education in explicit levels has played an important role in the development of the cause of education in our country. In order to accommodate to the needs of the talents in accordance to the rapid and dramatic social changes, we must correspondently improve the qualities of teachers. Therefore, the requirements for being teachers began to take an ascending trend. In 1999, the State Ministry of Education officially approved the following four high normal universities to be the first one which set up the Department of Primary Education, including Hangzhou Normal College, Nanjing Normal University, Shanghai Normal University and Northeast Normal University. Later, more and more high domestic universities also took up the breeding task of faculties for primary schools so as to achieve higher requirements to satisfy the needs of social and educational development. It represents the development of our country's teachers' education has entered a new stage.This paper has a brief retrospect of educational development of faculties for primary schools in China and Korea. The paper will make case-studies on Northeast Normal University from China and KyungYeen Educational University from Korea to analyze the current states of the Department of Primary Education as well as deduct out the similarities and differences in the curriculum design in both countries. On the basis of the comparative study of the breeding models and curriculum designs of the teachers' education for primary schools in the two countries, this paper aims to provide beneficial discussions for the university professional curriculum project in accordance to China's state situation and primary school education.Through comparative study, the paper argues that the subject reform of the primary school education should be under the guidance of advanced educational notions, designed and adjusted in the cultural atmosphere of the whole social development, and should strengthen the construction of comprehensiveness, diversification and integration. It also mentions that the university curriculum design of the primary school should emphasize its pragmatism, advocate the student-centered teaching education, and pay attention to the combination of theory and practice. As a result, it will change the current state that teachers' education confined only in the classrooms departing from the primary school education. During the process of the organization of the university curricula for primary school education, connect the subject of common education, the subject for major students, the subject of education theory, the subject of educational technique and the subject of educational practice properly.Besides, the basic pattern of different kinds of curricula is made according to the goals of different levels, gradually changing the oriented curriculum to the open curriculum.
