| In the 2007 annual meeting of Ministry of Education, Zhou Ji, minister of Ministry of Education pointed out in talking about improving the quality of higher education: We must stable recruitment of students scale, and conscientiously do a good job in 2008 admission scheme arrangements and management, and guide the initiative of development to improve the quality. With the process of higher education popularization speeding up, imbalance between supply and demand in China's higher education will grow, the shortfall in funds has continuously increased, while the voice of high tuition fees has caused widespread concern in all aspects, more and more people pay attention to the financing of colleges and universities. The proportion of Chinese local universities and colleges in higher education systems has reached 95 percent, this level of institutions has trained tens of millions high-quality talents, but education funding of local universities and colleges decline with the expansion of students, this situation is contrary to the wishes of improving the quality of higher education.At present, the key words of development of Chinese higher education are "innovation personnel training" and "improving the quality of education." This is undoubtedly seizing the fundamental and key issues in the development of higher education. The financing of higher education is not only a necessary prerequisite for the development of higher education, but also the material guarantee and foundation to improve the quality of education. Local universities and colleges are the main enrollment force in recent years, are the cradle of diversity talent in the era of the popularization of higher education, and are important force in higher education. In recent years, especially after the reform of the management system of higher education, colleges and universities managed by local government or mainly by them has reached 95 percent of all, local universities and colleges has trained about 75 percent undergraduates for the country, the position of local universities and colleges become more and more important. Local universities and colleges improve the quality of undergraduate education and education innovation to improve the quality of higher education is an important part of improving higher education quality. They are the main building force and the main reform battlefield of higher education in the transition period from elite education to mass education. 16th CPC National Congress of the CPC Central Committee's political report clearly put forward, "created hundreds of millions of high-quality workers, tens of millions of specialized personnel and a large number of top-notch innovative personnel." The first level: hundreds of millions of high quality laborers, the State is working on compulsory education with a great effort, increasing input in an effort to improve the people's cultural quality. The third level: a large number of top-notch innovative personnel, mainly post-graduate education, raised by the major universities owned by the Ministry of Education, and the state in recent years has significantly increased input of these universities. The second level: tens of millions of specialized personnel, mainly is the undergraduate students and junior college students, raised by local colleges and universities. Therefore, studying local universities and colleges on the fund-raising mechanism has important practical significance for local universities and colleges solve the shortage of educational resources and effective use to ensure the quality of personnel training, to ensure the realization of "tens of millions of specialized personnel", the goal of national personnel training.This paper attempts to choose fund-raising market mechanism of local universities and colleges as research topics in view of stakeholders, for providing a model and reference to our local universities and colleges develop the right fund-raising strategies to build a healthy fund-raising market mechanism.This paper has first analyzed some related theories about the establishment fund-raising mechanism, on the basis of analyzes cost-sharing, stakeholder theory and education fair theory, pointed out theory basis of researching and establishing fund-raising mechanism of local universities and colleges.Then it has analyzed the existing problems in fund-raising of Chinese local universities and colleges in the view of the stakeholder theory. On the hand, from the internal management of local universities and colleges sight, fund-raising channel was extremely limited, mainly depending upon tuition fees and government funds, and the ways of fund-raising is very single ; on the other hand, from external governance, Although the country support multi-channel fund-raising according to a macro policy on the legal institutions of higher learning, but there is a objective layered phenomenon in higher education system, and there are no particular policies and systems to support fund-raising directing to local universities and colleges in our country, therefore, there is lack of system supporting to the fund-raising of local universities and colleges.The school's development needs resources, however, resources are scarce and needs to be competitive, but according to the development of society nowadays, the foundation of accessing to resources is social exchange, the exchange for use of its own resources to meet the needs of the community is a fundamental relationship between the main bodies of society. Therefore, when considering the school fund-raising target, it must be based on the need the exchange. When Schools compete for their respective development resources, in fact, most time they consider the development of schools from their own perspective, and this proposed development of the resources according to schools need. But the development of these resources of the school is in the hands of the main interests, if school can not find this uniting point, the school's development can only be wishful thinking. So how to form a common development foundation among schools and the main stakeholders constitutes the basis idea of school fund-raising mechanism.Therefore, this paper tries to construct local universities and colleges fund-raising mechanism from the internal management viewpoint, and put forward the proposal to expand financing channels and the way of fund-raising under the same financing channels; in the views of common governance of stakeholders theory on the same time, this paper put forward the proposal to improve the support of local universities and colleges external financing system and the external financing environment of local universities and colleges.
