Alone with the popularization of high education at an accelerating pace, the issue of the shortage of college funds is becoming prominent day by day, developing to be a general global problem. Our country, as one of the countries of the world's largest scale and fastest growing of high education, takes a more remarkable contradiction between college- running funds and college expansion. Therefore, making efforts to expand financing channels and ease tensions of college- running funds is a burning problem for our country's high education circle to solve. Review the college in international community, carrying out fund-raising for high education is a practical solution.The form of fund-raising for high education has a long history in western developed countries, which relies on the social forces to reduce financial crisis of high education; and it has greatly contributed to the development of their national high education. But our country does not realize the importance of drawing private capitals in participating high education development after the reform and open policy in our country. And each of high college begins to attach great importance to the fund-raising for high education. Many years' development has brought about initial success to the fund-raising work for high education and promoted the development of higher education in our country. However, compared with developed countries, there still exists some problems of our country's fund-raising for high education as following: Firstly, the leadership of high college have not a fully realization of the importance of the donation from the general public, just being strongly passive to accept the donation but lack of the active consciousness to carry out fund-raising work. Secondly, because of the imperfection of fund-raising institution, the donation raising accompanies by higher chance and randomness, while specific and huge amount fund-raising by temporariness and uncertainty. Thirdly, the problems, like unprofessional staff of fund-raising work, institutional fund-raising form, and unscientific management on funds and so on, are in the existence. Fourthly, national policy supporting of fund-raising remains in legal field only, but not to apply into the practice, therefore it cannot greatly release encourage force, as well as build up a good social atmosphere of social donation. These factors definitely put the development of the college fund-raising at a serious disadvantage. Taking with these problems, this article analyzes the typical case of the developed countries- the present condition of college fund-raising in the United States, Japan, and Britain, sums up several effective successful reasons of college fund-raising in these three countries- the well-found fund-raising institution, summarizes excellent fund-raising forms and various flexible favorable policy, etc.Through knowing the distance of college fund-raising between our country and developed countries, the author sums up the reasons of the success of college fund-raising in the developed countries. At the last part of the article, there comes up some suggestions which will help settle the problems of the college fund-raising in our country. There are totally four points falling into two parts--- inside and outside mechanisms of the college fund-raising. First, build up a good atmosphere of social donation. A sound social donation atmosphere is the necessary premise for the success of the fund-raising. Only the society full with many benefactions, the college fund-raising has enormous room for growth. Second, better tax preference system. This is not only the motivation system but also the security system for college fund-raising. Third, create perfection of fund-raising institution, train professional staff of fund-raising work. It is well-known that if taking strong lead ship and good communication skills for the college fund-raising work, we can find the direction and achieve more with same work. Fourth, establish professional management company, and improve the management of the fund-raising. High-efficient financial operation can entitle schools to the donors' confidence, and absorb more donors.
