The appearing of private colleges has broken the situation that stated-owned colleges have been dominating our society, and enriched the talent-supplying system of our higher education. In the process of publicizing the higher education, more chances of receiving higher education are given by private colleges, which satisfy the public's desire for higher education. And private colleges have exerted a positive effect on decreasing the burden of government funding and stimulating the system of higher education.However, now the development of private colleges has been facing a series of difficult situations in their funds and policies. As the main supporter of higher education, our government shoulders the responsibility of achieving the goal of our social public interests. Therefore, the government must work out a solution and take some action, making private colleges develop well and cleaning out the system obstacles in their developing through some policies. One environment with fairness and justice, with reasonable polices and regulations, with strong protecting measures, only this kind of environment can make private colleges thrive. And one situation will occur that private colleges and state-owned ones interact and compete in a healthy way.This paper just starts with government-funding policies towards private colleges, makes a discussion of the government's responsibility and obligation in the development of private colleges, and of which policy choices can be made in the future. The first chapter is the introduction part which briefly states the background and significance of the research, and then makes a statement in the whole paper. The second chapter proves that it is reasonable and necessary to support private colleges in the theoretical sense. This chapter aims at proving a theoretical foundation for the whole paper. The third chapter analyzes the problems that private colleges are faced with and the current situation of government funding towards private colleges. And in this chapter, the following issues are clear out: the problems that private colleges are facing, the obstacles in private colleges'developing and the shortcomings of government funding. The fourth chapter is a comparative study, which can broaden the horizon of government funding policies by resorting to some favorable college-funding polices adopted by America and Japan. The fifth chapter provides an individual plan on government-funding policies towards private colleges on the previous analyses and the comparative study.
