In recent years, Preschool education as the cornerstone of basic education,get more and more people’s attention. But the phenomenon of kindergarten can’t gain admission easily and high fees is burden many poor families.And greatly limit children’s opportunities for kindergarten. In order to guarantee school-age children can receive a good pre-school education, the inclusive private kinder-gartens has been transformed from the complementary role into an important part of the pre-school. The inclusive private kindergartens is so pouplar,because of under the protect the quality of teaching, it is facing to public, uncommercial and Public welfare. However, due to the special nature of the operators, the kindergartens are often faced with uneven development, Difficult to maintain daily operations and others. Government is the service provider and the leader in education, must bear responsibility of subsidizing. Central government has put forward some principles and direction for how to assist the pre-school. What is the basis of local govermenet’s support ways. Both funding policies and ways is closly to the inclusive private kindergartens. With the purpose of obatining some compatible way of Government funding, to investigate the inclusive private kindergartens.This thesis firstly clarifies several core concepts:the private kindergarten, inclusive kindergarten and government funding. Then after discussion and thinking, the author finds out that the current government provides private kindergardens with fundings for the following reasons, including private kinder’s charcteristic of public-welfare, the transformation of the government function, helping to promote the realization of education fair and today’s policy orientation. On this basis,41 inclusive private kindergartens in N city were selected as respondents. By framing quest-ionnaire and interviewing with education administrators, the author tried to figure out the current development and financing of inclusive private kindergartens, and further look at the problems in today’s government funding and troubles that need to be solved urgently.Through the analysis of invistigations, this article finds out that there exist some problems in the developing of present inclusive private kindergartens, such as poor conditions of surroundings, unqualified teachers, complicated means of admissions, chaotic charging projects. while those bad private kindergartens funded by the government are mainly caused by unbalanced education devel-opment levels of different regions, the understanding deviation of government "service" function, lack of enough finacial surport and effective supervision and management mechanism.To solve those problems above this article puts forward the following reference ways to finance those kindergartens from the long term.First of all, to protect general private kindergartens from the angle of perfecting systems, including general identified system, the employment system of teachers, the establishment of elimin-ation system, reasonable education mode, the recruit of students and the publicity of private kin-dergartens.In the second place, to promote the development of the private kindergartens from the way to finance, including financial investment, the preferential policy not from money, various investments brought into by educational intermedary organizations, accrediting public teachers and management personnel, etc.Third, to establish effective funding, supervising and managing mechanism.
