Civilian employee system, as the new type of talent group and the important part of the Army, is the result of the reform of the Army and cadre system in the new situation in China and abroad. According to the documents related of the Army, the financial supply of the civilian employee will be in line with the principles of supplying according to the establishment of the unit, being self-responsible for expense and no subsidy for the exceeding and the detail policies should be made by the employing units. Salary system is the crucial factor of attracting and maintaining talent and financial support for the building of talent system. There is obvious intensity of civilian employees in military medical colleges. A great decrease of the officers arises after the reform of the Army. As a result, civilian employee system has been becoming the new and important workforce in the military medical colleges, especially in the hospitals affiliated. It will be of great important for the future development of medical college and the building of the civilian employee system if a scientific salary system can be formed.Taking the forming of the salary system as the research object, using several kinds of scientific methods and referring to policies related of General Political Department and General Logistics Department, the author, through experts consulting and a large amount of survey on the salary structure, grade and standard, has built a practical and suitable salary system according to the comparison of military and local salary systems and the differences of foreign militaries and the PLA. It is hoped that this salary system can be useful for the forming of salary and welfare system of civilian employee in military medical colleges.This article falls into four parts.Part One General IntroductionIn this part, the histories and the status quo of the civilian employee system and the salary system are introduced, and the present situation of military medical colleges and their salary systems of civilian employee at the same time. Part Two Theoretical Basis of the Civilian Employee Salary SystemIn this part, the relationship between salary and pay is illustrated and the basic theory, general principles, influencing factors, designing steps and the present development trend of modern salary system in modern manpower sources theories at the same time, which forms the theory basis for the design of salary system of civilian employee in military medical colleges.Part Three Building of Salary System of Civilian Employee in Military Medical CollegesIn line with the steps of salary design, the programs and policies of salary systems of civilian employees in military medical colleges are given first. Then the guideline and principles are established so as to ensure the right direction of the design. The inner and outer environments of the design are studied for the reference. Preliminary plan on the salary structure, grade and standard has been given after group discussing, files searching and the comparison analysis. Then the salary system comes into form through consulting experts, conducting survey. After that, the salary system policy has been applied in one military medical college in Chongqing. The satisfaction investigation is carried out in levels of civilian employees and leaders, concerned have a high degree of satisfaction.Part Four ConclusionIn this part, the conclusion has been drawn on the design of salary system, the specialties and creation. Meanwhile, what should be done next has been put forward according to the existing problems discussed.
