Research On The Two-Layer Administration Model In Higher Vocational Colleges Of China

The college and department two-layer administration system is a new administration model different from the one of the previous two-layer administration bodies. Its nature is to transform the college from the administration model whose main body is functional branches to the one whose main body is the department administration. And its fundamental goal is to cause the college to fit the development of society reform to establish and adjust the authority and responsibility among the college,departments and functional branches in order to accelerate the integrity and development of the subjects , arouse the initiatives of the grass-roots units and effectively upgrade the teaching quality and teaching benefits.With the rapid development of higher vocational education,the teaching scale of many higher vocational college grows so fast that the previous administration system can't meet the demands of the development. The college and department two-layer administration system of the higher vocational college should be established or bettered to set up the upgrade administration organization,improve the training mode,strengthen the department self-development ability and actively meet the fierce competition of higher education.This thesis aims at the above situation,sets out from the basic concepts,combines the existing problems of the present two-layer administration system to analyze the causes of the above problems and give a solution to these problems on the basis of the possibility and necessity of the higher vocational college's two-layer administration system in China.
