Organizational climate is arising from the members in the organizations, especially from the managers' behaviors and decisions, and could be apperceived by members. It is one of the motivated origins of individual behavior, which has an important effect on individual motivation and behaviors, as well as affects the organization efficiency and output directly or indirectly. Universities are the bases for state to cultivate and contain the talents. Teachers in universities are the main fore to cultivate senior talents and to research, whose job performances are related with talents quality and science development level. The teachers' scientific research performances become more and more important in the universities. To improve it can not only enhance the strength of scientific research in universities, but also boost the standard of teaching and subject constructions. Teachers' scientific research performance has been an important problem and demand in universities. This paper takes the domestic universities as research objects to discuss the dimensions of the organizational climate in universities and the effect of organizational climate in universities on teachers' scientific research performance, so that the managers of universities could evaluate and improve organizational climate to set up an effective organizational climate, and explore valid approaches to improve teachers' scientific research performance.Through the literature review, net information analysis and interviews with experts, this paper sets up a theoretical model of organizational climate in universities, designs a scale of organizational climate according to the climate index climate scale developed by Hoy and enterprise climate scale developed by Zhuyu, and then modifies and verifies it by expert consultation, exploratory factor analysis and confirmative factor analysis, reliability and validity test. After such a process, an organizational climate scale composed of six dimensions is formed. The teachers' scientific research performance scale based on its indexes is reliable through reliable test.The data is collected from Dalian University of Technology, South China University of Technology, Harbin Institute of Technology, Liaoning Normal University, and Dalian Polytechnic University, which includes 280 valid samples. The research results are shown as follows: Firstly, organizational climate in university consists of academic communication, management efficiency, support, stimulation, job pressure, and job independence. Secondly, academic communication, management efficiency, support, stimulation and job independence are positively related with teachers' scientific research performance, contrary, job pressure is negatively related with it. Thirdly, academic communication, stimulation, job independence, support has positive influence on teachers' scientific research performance, academic communication has the greatest influence on teachers' scientific research performance, and job pressure has negative influence on teachers' scientific research performance.
