During the transitional period, with the increasing intensity of the educational system reform, China's higher institutions have showed extraordinary development trend and corruption in their infrastructure construction sector has become more salient. The important value of discussing the issue of anti-corruption in the infrastructure construction sector of China's higher institutions and carrying out effective research on cracking down corruption lies in developing ideas and seeking methods to promote the anti-corruption in the infrastructure construction sector of China's higher institutions. Research on how to integrate anti-corruption resources in the infrastructure construction sector of China's higher institutions lends itself to promoting the anti-corruption work in the infrastructure construction sector of China's higher institutions.In theory, based on the achievements of predecessors, the research will apply the Marxist theory to analyze corruption and the main body of corruption in depth by drawing the theory and research methods of public management. In practice, on the basis of the status quo of corruption and anti-corruption in the infrastructure construction sector of China's institutions, it will conduct a relatively scientific and rational empirical analysis according to the actual work, explore the roots of corruption and put forward corresponding anti-corruption strategy. Specific research methods are as follows. First, literature law. By consulting domestic and international documents, domestic and international analyses and definitions about the cause of corruption and anti-corruption strategies given by various disciplines at home and abroad are explored. Secondly, statistics law. I will Analyze and reveal the problems and defects of the anti-corruption system in the infrastructure construction sector of China's higher institutions by collecting existing data related to corruption and anti-corruption in the infrastructure construction sector of China's higher institutions. Thirdly, case study. By investigating corruption cases in recent years in the infrastructure construction sector of China's higher institutions, I have obtained first-hand information and will provide convincing cases for the thesis. Finally, expert interview. I have taken experts'advice and suggestions on the establishment of anti-corruption system in the infrastructure construction sector of China's higher institutions and drawn upon experience and lessons of Discipline Inspection and Supervision Department in China's higher institutions about the work of anti-corruption in the infrastructure construction sector.This thesis mainly consists of five parts. Chapter One, the introduction part, states clearly the background of the selected topic and its research value and defines relevant concepts, focusing on the analysis of the infrastructure construction sector of China's higher institutions and the corruption in the sector. Chapter Two, based on the analysis of characteristics of the transition period and its grave connection with corruption, focuses on the all-dimensional in-depth analysis of one hundred cases which take place in the infrastructure construction sector of China's higher institutions in recent years so as to card the types, major characteristics and manifestation of corruption in the infrastructure construction sector of China's higher institutions. Chapter Three comments on the grave harmfulness of corruption in the infrastructure construction sector of China's higher institutions in macro aspects of university functions and social atmosphere, as well as in micro aspects of social resources and project quality. Chapter Four discusses the major causes of corruption in the infrastructure construction sector of China's higher institutions in the transitional period, including unsound system, weak supervision, lack of legal concepts and morality, and backward ideological education. Chapter Five puts forward measures to stop and punish corruption in the infrastructure construction sector of China's higher institutions: enhancing education on professional ethics, improve the system comprehensively, strengthening supervision and focusing on preventing corruption. The preliminary conclusion of the research is that in the new situation of reform and development of higher institutions, the network prevention mechanism of anti-corruption in the infrastructure construction sector of China's higher institutions must be established and such departments as discipline inspection, supervision, sector director and education in charge should join the mechanism, so that the infrastructure construction sector of China's higher institutions can establish a long-term mechanism for ideological and moral education, a system for anti-corruption, a mechanism for supervising the operation of power, as well as a system of punishing and preventing corruption with improved matched regulations and harmoniously operating mechanisms.Innovative points of the research are as follows. First, it defines the infrastructure construction sector of China's higher institutions and corruption in the sector based on the earnest analysis of work, function and development of the infrastructure construction sector of China's higher institutions. Second, by referring to the"small issue"of anti-corruption in the infrastructure construction sector of China's higher institutions, it discusses social transition, corruption and their impact on higher institutions in the"big background"of China's transitional period. Third, at selected spots, it draws the preliminary conclusion by analyzing in depth nine typical anti-corruption cases. In entire areas, by investigating, carding and analyzing one hundred typical anti-corruption cases in the infrastructure construction sector of China's higher institutions, it finds out the characteristics and manifestations of corruption in the infrastructure construction sector of China's higher institutions, which are different from those in other departments or sectors and which are not referred to in previous research. Fourth, it analyzes systematically the particular grave harmfulness of corruption in the infrastructure construction sector of China's higher institutions in macro aspects of the exercise of university functions and the influence of social atmosphere, as well as in micro aspects of the allocation of resources in higher institutions and the impact of project quality. Fifth, based on the achievements of previous research and combined with the individual practice, it discusses the major causes of corruption in the infrastructure construction sector of China's higher institutions in terms of system, supervision, law and moral concepts as well as ideological education. Particularly, unsound system is the root cause. Sixth, it proposes corresponding measures to stop and punish corruption in the infrastructure construction sector of China's higher institutions: enhancing education on professional ethics, improve the system comprehensively, strengthening supervision and focusing on preventing corruption.
