Since the beginning of the 20th century, voluntary services have grown at a dramatic speed, evolved into an international trend, a global social activity, and played an increasingly important role in the economic development and social civilization of countries throughout the world. Our country has seen the development of voluntary services on a large scale dating from the end of the 1980s, following which time for 10 years or so, voluntary services were performed actively in major social events, community construction, and social life and production.To begin with, the article gives a brief introduction of the background and meaning of social voluntary services, including its originality, development and features. Then, it presents the contemporary domestic theoretical research results, compares and analysis's–from the study of its definition and basic features– the present state of voluntary services in and out of China. Emphasized on analyzising the development of voluntary services in Xinxing Street community, in order to seek out failings and room for improvement. The article also explores strategies in Xinxing street to solve the problems discovered, suggests to improve community services in terms of both scale and influence, and in the end put foeward 5 countermeasures respectively to quicken the related legislation about the voluntary services ,resolve the financial difficulty,professionalize the training regulation, update service forms and contents, and employ—to full extent– the opportunities to be engendered by the Olympic Games.
