This paper hopes to provide a micro case of the interactive relationship between the sub-district office and the voluntary service, hoping that the conclusion can supplement the original theory.Looking from the real diagnosis angle, our community voluntary service not purely issues from the spontaneous impetus of folk resources and demand, it is not only a supply way of public services, and is also a exogenous voluntary organization in the community space’s development, but may also be regarded as a civil society from organization’s action. From this, we may divide our country community voluntary service into (administration)mobilization,(exterior) implants and (community) endogenous. Different types of service contain certain static factors, they constitution voluntary organization’s motion resources; and also experience certain dynamic process, they has had organization’s interaction. Analyzes by the tool of the resources dependence theory, we find that the community service main bodies’interactive relations are asymmetry.’The separation" and "the fusion" is a summary ponder to our country community voluntary service shape.
