European Union (EU) has gradually been forming a regional organization which is the most integrated on politics and economy in the world since foundation of the European Steel and Coal Community (ESCC) in 1952. European integration transforms the role and powder of traditional nation-state, as well as international organization, and redefines their structures and functions. But EU is neither sovereignty, nor an international organization in general. With the European integration deepening, EU is forming a set of unique operation mode. Concerning EU Governance there currently are three angles of view: firstly, EU is a non-governmental system; secondly, "Open Method of Coordination (OMC) " ; thirdly, the network mode of multi-level governance. Among three modes above-mentioned, the multi-level governance has become a hot topic in EU researchers' opinion, and built a special perspective of analyzing EU policies and European integration. Multi-level governance is not only an institutional innovation in European integration, but also a comprehensive governmental system in which various modes interosculate and supplement one another.EU education policies are guidelines and measures which EU as a whole takes in the field of education. Guiding by the idea of European dimension EU has established a series of policies for promoting cooperation of education and culture among member states and regulating related activities. Meantime EU initiates concrete education programmes financed through special found. It all indicates EU policies have owned essential characteristics as a complete policy system.
