The Study On Higher Education Finance In Guangxi Province

Coming into the 21 century, as the enrollment scale of the higher education become larger and larger, the contradiction of increasing students and insufficient educational funding that reveal severe. Therefore, building up a new system to promote the popularization of the higher education is significant, which will ensure the continuous improving quality of the higher education.Firstly, this paper sums up domestic and abroad higher educational theory, based on the principle of the theories concerning west public, labor capital, and education industrialization. It analyzes the outlook of the high education, the tendency of the higher education reformation of Guangxi province, and the approach to sufficiently and efficiently use the resources under the public financial framework. Secondly, the paper researches on the main problems of the financial investment for the higher education in Guangxi, based on the investigating dates concerning Guangxi higher educational expense, the approaches of fund-raising and the proportion of various investments Finally, basing on the above research, the paper presents the concrete suggestions on building up the higher education system which will ensure the gradual increasing of the financial investment for Guangxi high education. The highlight of this paper is to present the main problems of the financial investment for Guangxi high education, as well as the concrete suggestions on how to build up the new system to ensure the increasing higher education. The paper points out the main problems of Guangxi higher education, such as lack of central financial support, insufficient local revenue, lack of the approaches of fund-raising, and not catching up the reformation of the new financial system. These problems lead to the insufficient financial investment for Guangxi high education. Meanwhile, the shortage of the finance leads to high running cost. Therefore, in order to build up the system which will ensure the increasing of high educational expenses, we must consolidate the function of government financial support, improving the higher education financial appropriation mechanism, reasonably utilizing fund raising approaches such as bank, enterprise contribution, capitalization etc, gradually increasing the amount of the financial input for Guangxi high education.
