| The thesis, taking the urbanization development level as its root, has investigated and studied the current status and main problems of community sport in Urumchi City, analyzed the inner& outer surroundings building up the multi-sector community sport service system, inquired its building target, principles, guiding spirits as well as its significance, meanwhile, it has expound the structure patterns of the Sport Service System by system theory and thus explored the whole operational pattern.The results has been obtained as follows through the various research methods as visiting and talking, documents, investigation, Delphi as well as statistics.1. Satisfying the resident's increasing demands for multi-factor sports as its basic purpose,building up the multifactor sports service system linked by 3 metworks and 9 subsystems in communities of Urumchi City.(1)The system theory"the structure and the function relational theory"constructs the Urumchi city community sports multiplication services structure's rationale.(2)The structure pattern map of the service system has been approved by the specialists; the average value is evaluated to be 9.025 which fully meets the development demands of community sports.(3)With obvious operability, the specific assignments have been completed.(4)The operational mechanism with double-direction, cooperation as well as closed loop control can adjust the relationship of the different networks effectively and collocate the resources logically, as a result, it will provide experience for the continuable development of community sports.2.The outer surroundings building up the community sport multi-sector service system has being taking into shape.(1)The autonomous region has made a series of related community sports policies and regulations, caused the community sports services structure's construction to have legal support.(2)In 2006, as a middle-sized development city, Urumchi economic base is relatively powerful.(3)In Urumchi, the rate of its urbanization of average population covers 66 %, the urban population of minority has been increasing obviously.(4)It's Engel's coefficient is estimated to be 36.32% and annual expenditure on cultural activities RMB 376.63, thus it extends a great development place for sports consumption.3.The city has strengthened its foundation to build up the multi-factor service system of community sports.(1)In Urumchi City,the full-time sports management personnel has been provided in the 76.6% of the sub districts, and the 56.7% of residents'committee. The recreation and sports center has been equipped in every sub district.(2)The sports grounds, covering an area of 5.2 million square meters, 420 body-keeping routes and 1119 resident's physical training spots have been established.(3)There are 2586 physical instructors in Urumchi city, its reasonable proportions and grades of the providing instructors is quite suitable to the population distribution of the whole city.4.The sharp conflict, between the great demands for sports and status quo, provides motive force to build up the sports multi-factor service system of urban's community.(1)In the Urumchi city community sports realistic foundation still to have the problem which did not adapt with the community sports healthy development.(2)The resident's satisfactory degree is merely 28%, the free public sports spots are resident's favorite which covers 50.6% of total sports spots. The open degree of sports spots is estimated to be only 22.4%.(3)The rate of resident's requirement for the sports instructors is 69%, but 72% residents don't get any guidance in their exercises, and the residents being guided by the sports instructor also have low satisfactory degree 16%.(4)The resident in aspects and so on exercise values, fitness project, sports propaganda presents the multiplex characteristic.(5)The inspection for civil constitution rate is 86%, the resident's satisfactory degree for that is 18.4%.
