Research On Japan's "COE Program For The 21st Century"

Facing the national economic downturn and the plight of education in 1990s, Japan's Ministry of Education and Science introduced the"COE Program for the 21st Century"in 2002, backing for the improvement of scientific research, cultivating the talents and outstanding young scientists, building world- class universities. In this paper, the author analysis the"COE Program for the 21st Century"and explore the purpose of this reform, outline the characteristics of this reform, summarize the detailed system of protection mechanisms, introduce the implementation and influence.In this paper, including six parts:Introduction: elaborating on the meaning and the value of the research, the current researching situation and the vacancy of current research, introduce the research methodologies and the main content of this paper.Part I: this paper from the international background, the domestic background and higher education, analysis the introducing background of"COE Program for the 21st Century". Based on the trend of the development of higher education, Asian countries introduced many plans to build a world-class university. For example, China's "985 Project", the Republic of Korea's "Brain Korea 21 Project", Singapore's "New Starting Point" and so on. Secondly, as a result of the policy of the Japanese society and the economic downturn, the development of the higher education, the author analysis the basic moves of"COE Program for the 21st Century".Part II: at first ,this part analysis the process of introduction of"COE Program for the 21st Century", then summarize the purpose of this reform,"COE Program for the 21st Century"is an assistant funding program for scientific research and world-class universities. Then analysis the departments, the applicants and the audited mechanism. At last, summarizing the features of the"COE Program for the 21st Century", including competitiveness, excellence, openness and cyclic.Part III: introducing the organization, system of security, system of procedural of the"COE Program for the 21st Century", the strict mechanisms of"COE Program for the 21st Century"provide protection for implement.Part IV: at fist, analysis the effect of implementation nationally, then discuss the specific step in constructing COE in RIHE, finally elaborated the impact of this reform. Part V: discuss the significance of the"COE Program for the 21st Century"to the construction of China's"985 Project". Including the government increase research funding, improve the utilization of funds, and establish intermediary institutions to improve evaluation system.Japan's"COE Program for the 21st Century"is not only in promoting the reform of higher education in Japan, also raising the level of scientific research, introducing excellent human resources to society. It has a great importance to promote the construction of world-class universities in China.
