The inequity about the rolling quotas of the brand university shown by the argument about the favored grade line of entrance examination caused by the regional differences of the entrance to HE under the system of national entrance exam in China is taken as the object of study of the thesis. In view of educational justice and focusing on the core problem of fair distribution of the entrance to rolling quotas of Brand University among provinces, the thesis does the overall analysis and the research in the aspects of historic study, investigation and theoretical analysis. Firstly, the thesis incites the related theory to define the educational justice. The "985" project universities are chosen as the study sample based on their research and teaching level. Secondly, the thesis analyses the discrepancy of the regional differences of the entrance to Brand University of 14 universities in 7 regions of China from the view of history. In addition, the essay makes the investigation on Tsinghua University and Beijing University in the rolling distribution in 2007, and analysis the data. Finally, the essay makes the analysis on the reasons which caused the regional imbalance of the entrance to brand university, and then provide my own view.The thesis summarizes the main conclusions of this study: From the view of the whole country, the rolling quotas of Brand University put in local province is overdue, the localization of the brand university is serious.The main investor of the brand university should be the central government, not local government. When we keep our eyes on the inequity of the regional entrance to HE, we should not ignore the discrepancy between the developed areas and developing areas. Considering the reality of our country, we should pursue the effectively comparative equity, not absolutely digital equity. The future reform is to make efforts in realizing regional equity, and raises some directive policies and proposals which are, on the basis of harmonious development of regional economy and society, to adjust the geographical layout of universities and the enrollment plan of universities so as to make the distribution of the entrance to HE be just and reasonable progressively.
