The Research On The Minor Crime Prevention

Minors are the future of our country and hope of our nation. Effective prevention of minor crime is closely related to the benefit of millions of families and sufficiency of successors to our party and state's cause. In recent years, minor crime has become more and more alarming, causing great harm to the society. Therefore, it has become a topic of great importance for the government departments and social organizations, including the Chinese Communist Youth League(CCYL), to analyze the root causes of minor crime and to search for the preventive measures.Little of the existing literature has completely study the work of preventing minor from crime under CCYL's field of vision. The author has been carrying on research on minor crime, based on years of work in CCYL organs. The thesis is divided into the following five parts:The first part explicates the definition of minor at first, then make sure the definition of minor crime after referring to the data of the Juvenile Delinquency Seminar, and define the characteristics of minor crime at last from the points of the crime main body, the crime motive, the crime form, the crime method and the crime crowd living conditions.The second part analyses the general character of crime origin firstly, and discuss that the crime mind is attributed to the social beings, which including community, school and family, and the individual factor, which including physiological structure, psychological structure and the life outlook and value outlook. Then, analyses the causes that may lead to minor crime from the perspectives of the communities, schools, families, the individual's physical and psychological characteristic and outlook on life and value, etc.The third part proves that CCYL has fatal responsibility and satisfied inevitably request in preventing the minors from crime, and will play an important role, based on the nature, function and mission of the organization.The fourth part summaries the achievements CCYL has obtained on the prevention of minor crime from the following four points, which are the moral law education to minors, the strength, the system and the organization construction of preventing the minor crime, the comprehensive management of the minor growth environment, and the maintenance of minor's rights and protection. Then, checks to seek the existing problems from the following five points, including helping the schools change their teaching guiding, improving methods of home education, the comprehensive management of the minor growth environment, mobilizing the whole society to participate in the prevention of minor crime, and aiding minors easy to be criminal.The fifth part focus on comprehensive analysis of preventive measures to the minors delinquency under CCYL's field of vision, including improving education, supervision and system against minor crime. The author believe, in the field of education against minor crime, the following jobs should be done, including integrating social education resources to advise the minor away from the crime, supervising and urging the school's teaching reformation in order to enhance the content against minor crime, helping parents heighten their makings to improve the quality of home education, and improving on the methods of education against minor crime for advancing the teaching efficiency. In the field of supervision against minor crime, the following jobs should be done, including continuing to clean up the business room offering internet service, strengthening the work of preventing the minors easy to be criminal from crime, making great efforts to remedy the minor criminal with the help of social power, and forming the environment in favor of the minor growth forwardly. And in the field of system against minor crime, the following jobs should be done, including getting deep into study of theory against minor crime, urging and harmonizing the other government department to amend judiciary against minor crime, establishing and developing the mechanism helpful for preventing the minors from crime, and keeping to stronger the power aiming at preventing the minors from crime.
