Along with the further development of our country' s market economy and the popularity of the higher education, there has been a great boost in private-owned colleges. As a new product of the reform and opening up policy, these private-owned colleges generally face the perplexity of whether they can seek to make profits or not, as well as the problem of how to deal with the relationship between profitability and public welfare, because of their private resources of the main capital. The solution of the above mentioned problems has a considerable impact on the financial decision-making mechanism of the private-owned colleges.The private-owned colleges, however, are so different from the state-owned colleges in establishment forms, capital resources and management, though both of them are non-profit organizations. Moreover, the private-owned colleges usually face more fierce market competitions, as they are comparatively more closely connected with the market. Along with the transformation of the financial environment, the private-owned colleges are deemed to resemble the enterprises in the aspects of financial accounting, financial management goal and decision-making mechanism.This paper proposes that the private colleges meet the requirements of basic content of the financial control supposition, which is based on the financial control supposition theory, the principal-agent theory, the finance decision theory as well as the internal control theory. It also establishes the theoretical foundation to authorize the school operators to carry on the financial operation independently, including some important decisions, such as the fund raising, the investment and the assignment etc., and thus builds the theory platform that the business finance management pattern proposed in this article is also applicable to the private colleges by theoretically solving the problem of how private colleges look on profit-making. Meanwhile this article suggests some countermeasures through the analysis of the problems of finance decision-making in the private colleges.
