As current higher education in China reaching the popularization stage, its investment funds show a serious shortage. Higher education attributes the quasi-public goods, so its providers can be diversified. It can be provided by Government, and also by community, enterprises, foreign institutions and individuals. But the current relationship of multiple providers in higher education service isn't clear. Government still monopolizes the higher education, while other providers are only a supplement. So the Government should take some new way to straighten the relationship between the Government and other providers.The article is divided into three main parts; the first part is the basic theory and application of public-private partnerships. The second part is the relationship status of multiple providers in higher education service in China, which is compared with the situation of the United States and Japan. The third part attempts to analyze how to introduce privatization, concessions, grants and vouchers system into higher education service of China, and how to construct related systems, laws and intermediary organizations of higher education.The value of the article is on how to introduce privatization, concessions, grants, vouchers system into higher education services of China in order to establish the public-private partnerships between Government and other providers. Furthermore, the article analyses how to improve related systems, laws and establish intermediary organizations of higher education. However, the article has some inadequacies. Empirical research isn't enough, and it doesn't study the differences in economic and cultural conditions, social concept and the process of higher education of different countries. So the applicability of public-private partnership in higher education of China still needs practice testing.
