As a new type of cooperative relationship between the government and the private sectors,public private partnership(PPP)originated from the UK,and then became popular in other developed and developing countries around the world.Among the construction of infrastructure,the fields of education,health and others,the influence of PPP is growing.The school-running mode of public private partnership is of great significance in improving the efficiency of school-running,broadening the channel of educational funds sources,and in reducing the risk of school-running.As a developing country,India has practiced the PPP model in its higher education earlier than other developing ones.And India has the largest number of higher education institutions(HEIs)in the world now.Therefore,the study of PPP in Indian higher education is not only important for public private partnership itself,but also for higher education in India and the world.The dissertation takes the school-running model of PPP in Indian higher education as the research object,and it addresses the following research questions:1)what are the forms of the school-running model of PPP in Indian higher education?2)what are the specific contents of PPP in Indian higher education?And 3)what are the successful experiences and lessons drawn of the model in Indian higher education?It employs case study and documentary analysis as research methods.Based on the complex situation of higher education in India,the dissertation discusses the utilization of PPP model in Indian higher education from three dimensions:school-running system,investment system and management system.Moreover,to better address the research questions in the study,the dissertation firstly breaks Indian higher education into public higher education and privation one.For public higher education,it takes Sardar Vallbhbhai National Institute of Technology as a case to concretize how public HEIs in India have practiced the PPP model.Whereas private higher education,it takes Veermata Jijabai Technological Institute-a sort of traditional cooperation and Indian School of Business Mohali Campus-a sort of new cooperation to exemplify how private HEIs in India have employed the PPP model.Through the study of the school-running model of public PPP in Indian higher education,the study finds that the PPP model in Indian higher education,to some extent,has been effective in the following aspects:broadening the funding sources and investment channels of Indian higher education,enriching the school-running mode and management system of Indian higher education improving the quality of higher education in India,and promoting the efficiency and fairness of Indian higher education.However,there are also some problems of the public private partnership in Indian higher education.For example,the Indian government lacks the corresponding system-level regulation;private sectors face challenges in incentives,equality and coordination;"education for profit" is also a dilemma for private sectors in India.So the Indian government,the private sector and universities themselves should base on their own realities,and they should create a harmonious atmosphere for cooperation and carry out cooperative activities in a base of genuine equality.And building a complete legal and quality assurance system,establishing a specialized department to manage the model and building a good platform for information are directions of future cooperation between the Indian government,the private sector and universities themselves.Finally it has some inspiration for our country who is also in the stage of higher education massification but has not clearly put forward the school-running model of PPP in its higher education.
