Research On The Operational Performance Evaluation Of The Public Private Partnership In Stadium Project

With the rapid development of the sports industry,the sports stadium has become increasingly important in meeting people’s demands of the competitive sports,physical fitness training and recreation.The operation status of the sports stadium matters the economy,efficiency and social benefit,which has raised the high awareness of government and other related stakeholders.In order to ease the contradiction between Public demand and fund "in short supply",reduce the government burden and improve the utilization ratio of resources,China has begun to introduce the Public Private Partnership(PPP)into sports stadium projects.Based on the operation process,the current study aimed to explore the operational performance evaluation system of public private partnership in sports stadium,following three aspects are discussed with the methods of literature review and questionnaire survey.(1)The connotation of operational performance of public private partnership in sports stadiumThe operational performance definition is made from two perspectives of both process and results in current study.Comprehensive understanding of current situation in sports stadium from literature review,combining the game relations between stakeholders of sports stadium programs in public private partnership mode,led to the definition of operational performance and the basis of public private partnership in sports stadium studies.(2)The index system of the operational performance evaluation of the public private partnership in sports stadium.Performance evaluation plays an important role in performance management.Building evaluation index system is a key work in current study.The study analyzed the performance goal of stakeholders and discerned the key factors affecting the performance goal.Based on the work above,the first version of questionnaire is designed.According to its results and feedbacks,the improvements evaluation index system were made and then a second version of questionnaire was conducted and analyzed.Descriptive statistical analysis,reliability and validity analysis were used to test the reliability and validity of questionnaire and determine the evaluation index system.(3)Operational performance evaluation model of public private partnership in sports stadiumAfter establishing the index system,a corresponding index evaluation standard was worked out too.Using the AHP method,the index weights were calculated with the data collected through questionnaire.Finally,the operational performance evaluation model of public private partnership in sports stadium was formed and proved to be feasible and rational after running the messages of a case project.
