Overseas case study development demonstrates that the case development plays a critical part in case study. Case development in China is actually at the start stage, which involves problems like content insufficiency, unsatisfactory expression, and lack of integrity. Such is closely related to its unitary subject of case development, unsophiscated development procedure and other factors. The research manupilates literature research method, absorbs the predecessors' experience, and widely compares successful cases. In view of current multi-level and multi-category teacher training, the research proposes the construction of tridimentional teacher training cases. The teacher training cases can be, according to their breadth, depth, and difficulty, classified into multi-level multi-dimension case groups with different complexity, which are suitable for different demains. Based on this, the research brings forward three combination rules of tridimensional cases to meet the demand of all levels of teacher training.On the theoretical base of Constructivism Theory and Transfer Theory, and through investigation and research, the article proposes that the case development may divide into three steps. The first step is earlier period preparatory work for case development, including determining themes and development subjects, and preparing source materials. The second is the key link, including processing source materials, composing cases, discussing and revising, and developing case groups. The third step is feedback and perfection. The institute the writer works in, based on this research, carried on the development of teacher training cases, which has achieved great effects. At the same time, according to the practice, this article also proposes case development must have the fund guarantee and the organization suffort.
