To construct a company of primary and middle school teachers with high quality is the key to implement new curriculum reform of basic education and further promote quality education. Teacher training plays an important role in this process,which is an important way of enhancing teachers' quality in a large range and in short time.Being an important profession and occupation,teachers' job has been accepted widely as the confirmation of teachers' subject position and in education practice.To promote teacher professional development become crucial era subject of teacher training faced.However,the traditional teacher training model------centralized training,school--based training,traditional remote training have experienced era predicament on the perspective of teacher professional development.The causes are many-sided but mainly in trainers' concept level,training system level and the teachers being trained level.The development of modern information technology creates a chance to teacher training. Teacher web-based training is a new teacher training model based on modern information technology,which focus on learners and the main models include video teaching,learning with company,text learning,on-line discussion,submitting assignment and interactive discussion.By contrast to the traditional teacher training model,teacher web-based training realizes sharing premium teaching resource to guarantee the whole professional development;processes multilateral interaction and experience-sharing to the greatest degree to promote the dominant change of teachers' practical knowledge;guarantees every teacher's discourse right to a maximum extent to carry forward teachers' subjectivity".Overall,teacher web-based training promotes teacher professional development effectively.Teacher web-based training is applied into the "Senior Teachers' New Curriculum Training in 2008" by Shandong province,it improves teachers' professional quality and has received remarkable effects,but there are some problems yet.This thesis applies literature analysis method and action research method to make a fully induction,analysis and summarize of teacher web-based training model and the application in Shandong province,then put the model into theory level.Meanwhile,this thesis suggests strategies to further operate teacher web-based training model on the perspective of school management,teaching staff construction,teacher learners,examination and evaluation, web-based training plan construction and the normality of web-based training on the foundation of the experiment in Shandong province.
