Over the past decade, our country has achieved rapid development in higher education, especially in higher vocational education. At the field of higher education, Shaanxi is one of the largest provinces. Its higher vocational education is also developing rapidly and has accounted for half of higher education in Shaanxi. However, the teachers in Shaanxi vocational colleges can not meet the needs of higher vocational education in terms of quantity and quality.Teachers' salary and salary administration system play an important role in attracting talents to engage in vocational education, improving the quality of teachers and mobilizing the enthusiasm of teachers. However, after the research, we find that teachers' salary in Shaanxi vocational colleges is very low, distribution in colleges is not fair, and teachers are lack of enthusiasm for their own jobs. The reasons for above situations are that Shaanxi financial investment in higher vocational education is inadequate, tuition fees in arrears are serious, colleges are lack of autonomy, the human resources management and salary administration in colleges are backward.Three aspects are mainly talked in this article. First, current situations and problems of teachers' salary in Shaanxi higher vocational colleges are presented by collecting literature and doing questionnaires to teachers of higher vocational colleges. Then motivation theory and salary administration theory are used to analyze the causes of these problems. Finally, some measures and suggestions are recommended for improving the salaries of teachers in Shaanxi vocational colleges and a new class of vocational teachers allowance program is put forward. The main contributions of this paper are as follows: the first is to pay close attention to steachers' salary problems of Shaanxi higher vocational colleges; the second is to give suggestions to solve these problems.In order to solve the problems that teachers' salary in Shaanxi vocational colleges lacks of incentives, it is necessary to increase government investment in higher vocational education, increase the autonomy of higher vocational colleges, and improve the salary levels of teachers and salary administration of colleges. Therefore, unfair situations can be changed. These measures are necessary to attract and motivate talents to engage in higher vocational education and build a good environment for the development of higher vocational education in Shaanxi.
