With the development and application of the modern network technology, web-based distance teacher training can go beyond time and space limitation, integrate the high-quality educational resource from various areas,schools and departments, while overcoming the problem of imbalanced distribution of school educational resource, efficiently realizing the public use of the resource and supplying real-time or unreal-time lecture on convenient time and place. Thus rural middle and primary school teachers can also receive high-level teacher training .Therefore, distance training is an important way to improve the teaching theoretical level, application capability and professional level of rural teachers, to accelerate the balanced development of urban and rural education.This paper surveys mainly on network distance training implementation circumstance of Ningde rural middle and primary school teachers, adopts the method of reference research,survey,interview etc, and analyses some problems encountered during the implementation of distance training of rural middle and primary school teachers, e.g. backward sense of training,lack of efficient management guarantee of training quality,weak consciousness of participation. Then some practical countermeasures are probed into as following: adopting proper educational belief of distance training, setting up a mode of town-level training center connecting all the primary and middle schools, forming the training fee guarantee mechanism based on trinity of government,school and teacher. Meanwhile the author also raises some worthwhile suggestions in hope of accelerating the development pace of rural middle and primary school teacher distance training, improving the current training situation, raising the overall training quality, boosting the balanced educational development.
