As one of important means to achieve teacher professionalization, distance training for primary and secondary school teacher is an important part of teacher training. Building a high-quality teachers team which adapting for Basic Education Reform is prerequisite for improving the quality of basic education and the education revitalization in the new century. However, on the issue of teachers distance training, our point is on the city. The training is far away from the country.So the paper studied How to Construct a Distance Training Model for in Hebei Province with mainly questionnaires, literature, theory and other research methods. Paper is divided into four parts. First of all, through literature research on distance training of teachers which is inside and abroad, I pointed out that the importance of distance training for rural teachers, and the insufficiency in the current research and practical work. In the second part,â… investigate teachers from four areas in Hebei province with questionnaire, interview and some other methods, to find out that what the current survival status of the rural teachers and the problems in distance training. Then analyze the reason. In the third part,â… construct the distance training model which has totally studied a mount of previous researches for primary and secondary school teachers based on different stages of development. The model and which come from the ideology. This model contains three sub-models, the novice teacher model, the skilled teacher model, and the expert teacher model. Each model designs from four aspects, training objective, content, technical support and evaluation methods. Finally, I have put forward a number of safeguards to ensure the smooth implementation of the model, and also summarize the conclusion and limitations of the study.
