With the development of multi-media and computer network, nations of the world pay more attention to distance education. Nations of the world take distance education as the effective way to improve the education of rural areas, tribes, depressed areas and the minority areas. Now a mass movement to take forward distance education is in full swing to promote the quality of education and teaching, the cultural quality of local people, the development of local economy, society and culture all over the world.China also pay more attention to distance education of rural, depressed, minority areas. In 2003, China decided to put forward Modern Distance Education Project in Rural Schools, to improve the sharing of high-quality education resources, the quality and effectiveness of rural education, to close the gap of education between eastern and western areas, to realize the balanced development of basic education.Modern Distance Education Project in Rural Schools provide high-quality distance education IP resources for rural schools. In the essay, according to investigation and research, we want to understand the application level, modes of IP resources, to find the difficulties and problems in the application, and to bring forward rational suggesting for the application.The essay is consisted of fore parts.Chapter One is the Introduction. In this part, the author analyzes the background of the implementation of the project.Chapter Two is the summary of the project.Chapter Three is the study and analysis about the application of IP resources.Chapter Four is the countermeasures about the effective application of IP resources.
