| University logistics is a significant department which furnishes a university with material backups for personnel training and scientific research, and services for the teachers and students as well. From 1999 Chinese university logistics departments has undergone some socialized reforms; stripped from the original administrative service divisions, they set up some self-governed economic entities and assumed responsibility for their own profits and losses. These entities, as are called logistics groups or companies, often deal with the procurement, distribution, and maintenance of materiel and personnel, e.g., power installment, dining service, dormitory management, gardening, etc. The underlining guidelines are Three Services (teaching, scientific research, teachers and students) and Two Personnel Nurturing Means (management and service).There underlie many factors contributing to the development of university logistics and undoubtedly the fundamental one is a qualified team of working staff, the most precious resources calling for effective administration. However, due to the disfigurement of management system and other negative reasons, severer loss of logistics personnel rises to be a serious issue, which greatly holds back its development. Thereupon an in-depth enquiry into this problem is of great urgency and significance, esp., in an era of reformation when the issue of personnel becomes a core one pressing for direct and serious addressing.When scrutinizing the present situation, one can track out those negative factors, such as the problems with the structure of age, education and professional status of the working staff, inefficiency of incentive and evaluation mechanism and so on, which inflict the workers with passivity, laziness and job-hopping in the end, either patently or inexplicifly. Thus previous job training on them does not meet its anticipation of real reward, which affects not only the benefit of the department but also a normal school working environment.Hence only the improvement of administration, perfection of personnel management, the establishment of all-rounded incentive system and training mechanism, and the cultivation of service culture, can we witness, foster and stabilize a perfect personnel system, stimulating their working interest, paving the way forward and establishing a highly efficient personnel system. |
