Based on the innovative nation-building of the incentive problem in universityscientific research personnel is a new era of in-depth implementation of The TwelfthFive-Year Guideline, which is also scientific research management to better serve theneeds of building an innovative country. In this paper, based on the related conceptstheories, use the literature method, survey method, system analysis and a combination ofqualitative and quantitative methods, analyzing the university researchers incentiveproblems and deep-seated reasons, building an incentive system based on the universityresearch personnel, and providing specific recommendations to implement the incentivesystem.First, ascertain the research objectives and introduce the relevant theories. Review theresearch of incentives for scientific research personnel in domestic and internationaluniversity, combined with western incentive theory and the innovation-type nationalconstruction related theory, it has laid a theoretical foundation for research of incentives inuniversity scientific research personnel.Second, the problems and the reasons analysis. analyzing the incentive problems ofscientific research personnel from different point of view. Explore the reasons of theproblem, to clarify the deep reason is the lack of thinking the incentive problem inuniversity scientific research personnel from the perspective of innovation-orientednation-building, lack of systematic concept of guidance.Thirdly, building the university research personnel incentive system based on theinnovation-oriented nation-building. Through the questionnaire statistical data analysis,determine the the four common factors in incentive system design, and adapt theinnovation-oriented nation-building to the various constituent elements form the incentivesystem of the university scientific research personnel.Finally, demonstrate the feasibility and incentive system of the university scientificresearch personnel and providing specific recommendations to implement the incentivesystem. Giving a feasibility analysis from perspective of the specialist recognition, theory and practical. Then it point out that in the knowledge level, outside of the colleges policysupport mechanism, the internal support mechanism and the necessary security ofimplementation effect evaluation feedback mechanism.
