The current personnel system of institutions of higher learning is a management mode characterized by relative closeness, shaped under the planned economy system. Within this mode, university teachers and universities form a lifetime employment relationship, which find expression in teachers'titles, positions, and welfare and this model in China is vividly compared to an iron bowl. The purpose of the present tentative personnel agency system reform is to realize the socialization management of talents, that is, to change a unit being into a social being, to reduce the pressure in distribution system reform and to optimize the talents reasonable configuration. However, the personnel agency system reform is at the experimental stage and only a part of staff participate in this experiment, China has not adopted national policies or regulations, and those experimental areas have displayed some obvious limitations. Therefore, it is highly significant to conduct research on the problems of the personnel agency system at the present time, aimed to apply theory to reality, which can enhance reasonable development and promote efficient configuration of talents so as to push the personnel system reform forward. The present paper employs human resources management theory and strategies, taking Y institute as the object, reflects over the existing problems in the personnel reform in Y institute, with reference to the China's personnel agency practice. Based on questionnaires and interviews, the author analyzes fives problems, income and welfare gap, shortage of training opportunities, inflexible incentive and assessment mechanism, lack of respect and strengthening staff and minimizing personnel agency, and puts forward four changges.
