Research On The Private Higher Education Development Under The Support Of Financial Policy

The private higher education have already become an importance constitute part of our country socialism education business.The change of its social position results from its important function.It has alleviated the shortage at the financial burden on the state.It also has supplied the different kind of higher education to the different need of people.However,the popularization of higher education in today's situation,as the return of new things,the development of private universities are faced with many difficulties:lack of government policies,law and regulations civilian-run education is inadequate and unfair tax treatment,and so on a single source of funding.The reason for this is due to the lack of government support policies.Government financial policy to support the development of private higher education in China is one of the most fundamental problems.The higher education market failure makes the government gets into and interferes the higher education is necessity and rationality.In cording to the theory of public goods and education's welfare,it requests the government supporting the private higher education.The principle of sharing the cost of higher education theory "who benefits,who pays", pointing out that the development of private higher education should be by the government, social,personal and private universities,such as the sharing of the parties and the government should take the lead.Therefore,the research that the governments how to support the private higher education development is more important in the present stage.This paper analyzes the concept of the private higher education,and then gives a reasonable position to it,pointing out that government needs to increase support for private higher education. In order to make up the sporty measures,we analyze the foreign countries' government how to use the public finance policy to support.The point is how to promote the private higher education development in the public finance system.As well as innovative financial capital funds raised by two models:"integrated fixture+special subsidies" and "special subsidies+ performance assessment".
