The Research Of Diversified Ways Of Raising Higher Education Funds In Our Country

After the founding of new China, especially since carrying out reform and opening policy, higher education of China is developing rapidly and achieved fruitful results. But we must clearly recognize that with the rapid development of colleges and universities, that higher education lacks funds has become more serious.Analyzing and solving the problem that higher education of China lacks funds, building and improving diversified ways of raising higher education funds in our country are becoming urgent problems. On the basis of referring diversified ways of raising higher education funds of foreign higher education, this article analyzes and solves the problems steps by steps.This article is divided into four parts. First part introduces the origin of problem and reviews research situation at home and abroad. What's more, it also explains the purpose, meaning, feasibility, ways and ideas of research. Finally, it makes quasi-public goods theory, manpower capital theory, education fair theory and value engineering theory which is a well-known theory in economics as the theoretical basis for the study. In a word, this part provides the theory support and the upholstery for the paper.The second part introduces ways of raising funds and policies of new China in three stages for higher education. Then it analyzes situation and problems on diversified ways of raising higher education funds in our country. Since the founding of new China, with the correct leadership of our government and social effort, higher educational funds in our country have been able to be gathered from several channel, such as: the state financial allocations, private funds, social donation, school fees and so on.The funds of higher education in our country has improved in quantity and quality, which accelerate higher education structure reform and safeguard higher education development in our country.But we must realize the channels and operation of raising funds for higher education exist some problems, such as: the state financial allocations for higher education isn't enough; the fee of higher education is too high; the fee and subsidization system of higher education are imperfect; private universities and colleges get insufficient help from government and society; raising funds ability of universities and colleges is weak; the social donation is not enough in quantity and good in quality.The third part mainly introduces present situation of diversified ways of raising higher education funds in Britain, America and Australia. The author summarizes strategic enlightenments which are highlighting the important position of state financial allocations, making fee system of higher education more reasonable, improving student's subsidization system of higher education, exploring new ways of raising funds for higher education from non-government channel, improving efficiency of higher educational funds usage, continuing to speed up higher education legal construction.In the fourth part, according to the actual situation of our country and international community, author proposes specifically countermeasures to improve diversified ways of raising higher education funds in our country, which are the government continues to increase the investment in China's higher education; to carry on the finance and taxation reform; to perfect fee and student's subsidization system of higher education; to absorb foreign capital moderately; to encourage and guide private higher education; to improve the manage of universities and college; to carry out "seek the new financial source" and "the cut-off the waste" policy in the universities and colleges; to use the stock market to increase income of universities and colleges; to expand and improve social donation; release education lottery ticket and so on.The innovations in this article are that to adjust and strengthen the tax administration to finance higher education and to perfect auxiliary measure of raising higher education funds in which students' financial security system is included. The topic of diversified ways of raising higher education funds is new field which is changing. There are some points which need to improve in this article. Author hopes to research deeply and atone insufficiency in future study and the research.
