In most African countries, bad economic situations, rapid population growth, frequent government instability and social conflict, burden of heavy international debts all lead to the extreme fiscal tightening, thus also limit the development of higher education. In this situation, Kenya higher education funding policy after independence changed from national arrangement to cost sharing, gradually realizes the diversification of fund raising as a policy in funding higher education. In the new round of funding reform, Kenya public higher education raise funds by collecting tuition from general students, expanding the teaching, non-teaching income-producing channels, etc. In addition, the government also encourages the development of private higher education. These measures improved school running conditions, expanded admission opportunity, improved the efficiency in running higher institutions and social adaptability in some extent. However, the reform is also facing many difficulties, for example higher education funding is still inadequate private higher education has not been well developed. So, it still has a long way to improve the financial crunch of higher education in Kenya.Generating income to fund higher education in China is also a major concern for the central government and higher institutions. And like Kenya, China also learn from the experience of the developed countries in the practice of reform, facing the challenges of the country is the way to find the suitable road to national development.Therefore, it is a notable and in-depth research topic on how to introduce the advanced experience of the localization.This paper takes the reform on funding higher education in Kenya as research object, combines it with the background and motivation, expounds the practice, and analyzes the effects and problems of the reform. The thesis consists of five parts:The first part is the introduction. With the analysis of research background, it puts forward the topic of the study, defines the related concepts, sets up the appropriate research methods and contents, and makes a brief analysis of relevant literature at home and abroad.The second part introduces the historical evolution of Kenya's higher education funding sources. Through the introduction of the historical evolution, it gives the groundwork for below analysis.The third part states the motive of Kenya's higher education fund raising diversified reform, in combination with Kenya's political, economic and people widespread ideology, further analyzing the necessity and inevitability of the reform.The fourth part which is also the key parts in this article analyzes the main performance of Kenya's higher education fund raising reform. Through the analysis of the three aspects as cost-sharing policy introduction and implementation of Kenya reform on funding involved, public university privatization and commercialization, the development of private university, discuss the implementation of the reform of higher education funding in Kenya.The fifth part discusses the achievements and the main problems of the reform. According to the former, several aspects of Kenya funds raising reform were introduced and it also discusses the achievements and problems associated with them.The sixth part is conclusion. Through the comparison between the actual condition of China's higher education funding and Kenya's, this paper sum up the place that worth learning.
