The Web has received widespread acceptance and use for creating and supporting learning activities. Along with the flourishing of the distance education development, the computer used in education attracts more and more people's attention, and a growing number of schools put their attention on the web-based course's design and development. On this basis, build a corresponding Learning Community, can be used to communication, exchange, sharing of learning resources, study and complete the task, it also can promote the emotional between each other, so that students can actively participate in Activities to enhance their learning enthusiasm and efficiency, and promote intellectual and non-participants in the development of intellectual factors. The purpose of this paper is to expatiate foundational concept of learning community and present several strategies and techniques for community building in Web-based course learning environments.The result indicates: on the《instructional design》web-based course platform, to make use of resource soundly, integrate the learning communities with the inherent characteristics into the curriculum instruction, can accelerate the learner understand better, and provide an environment for intercommunion between the learner and teacher as well.
