College counselors are an important part of teachers and management teams and the backbone of the work in carrying out the work of colleges and universities in moral, ideological and political education .They are also the organizers, instructors and practitioners in college students'ideological and political education and day-to-day management.The most importance is that they are the guider of the healthy development of the students.So setting up a sound General incentive mechanism for College counselors is of great significance in promoting the counselor-depth team-building, further improving ideological and political work. At present, in some colleges and universities, because of the lack of a comprehensive incentive mechanism, counselors external incentive is not enough and internal factors incentive is not comprehensive.There has been instability in the ranks, slowly raised in the overall quality of personnel,and serious brain drain.All affects the ideological and political education work. So we need in-depth study and promptly building a college counselor General incentive mechanism in order to fully mobilize the enthusiasm of college counselors and achieve organizational goals perfectly .In recent years, colleges and universities started to attach importance of the study in counselor incentive mechanism.They had some preliminary research results, but these results were mainly from a certain colleges and universities, a connection and some sort of perspective.They see them as the starting point to study the counselor incentive mechanism.Incentive for counselors systematic study of the mechanism is not enough depth and comprehensive, in particular General incentive mechanism are also relatively small. This article on how to build a college counselor General incentive mechanism has some exploring.The first part, defining the concept of the General College counselor incentive mechanism and General significance of incentive mechanisms in in-depth analied of building a college counselor.The second part, demonstrate main problems of incentive system for college counsellor by studying on both internal incentive factors as well as outer incentive factors, and analyze causes. Through analyzing current problems of incentive system for college counsellors, this paper concluded that traditional college administative concept had already prevent the establishment of conphrehensive incentive system for college counsellors, however, there's contradiction between the desire of counsellors development and the inadequate devotion from colleges.The third part, through accessing to a large number of documents and materials and combined with the survey analysis, principles and characteristics of the General College counselor incentive mechanism is set up . In this paper, college counselor set up an incentive mechanism which must follow the General "development principles, rich personality principle, the principle of equity, the principle of proportionality, the principle of complementarity, people of this principle," centered on "building a comprehensive incentive model, demonstrated the mechanism of joint role played by the mechanism leading role of design thinking.The forth part, according to college counselor incentives General construction principles and characteristics ,to propose solution on the General incentive mechanisms. The fourth part of the thesis of this article are the core chapters and the main innovation,it responses the operational perfection General College counselor: First, from a clear duty counselor positions, setting up a scientific appraisal system, formulating a reasonable salary distribution system and so on ,three aspects of capacity and performance-based pay system incentives.Second, we should focus on personal growth based on career development incentives. There are at least four major areas requiring to be set up are: building up the implementation and maintanance systems for counselors, fulfilling the counselors' dual identities and their rights from their two important functions, enhancing the education program for full-time counselors, and paying more attetion on counselors' mental health maintenance.Third, to motivate counselors to achieve their personal values and career success, we should make more effect into the four aspects as following: respecting counselors and establishing their status with honor, coordinating academic goals for the university and counselors personal goals, helping them draw the future career blueprint, and carrying out human-based management.
