High level sports teams in colleges and universities is a special sports group, in which on the one hand, athletes should achieve a certain cultural quality; on the other hand, athletes should improve the results of the competition by training and competition. However every high-level athlete has his or her own goals and requirements, how to make the athletes in colleges and universities students give full play to their potential, motivate athletes to contribute all his determination for sports training and let his or her level reach or exceed the intended target of the school, will undoubtedly become the most important problems in the management of physical education and sports. In this article, through the theoretical research of incentive mechanism, combining with some universities in Beijing basketball competition training management rules and regulations of the status quo analysis, find out the deficiency existing in management system of incentive mechanism, and apply the theory to guide, to further improve and optimize the race training incentive mechanism of ordinary colleges and universities.Based on the seven universities in Beijing race training management system as the investigation object, adopting the methods of expert interview, questionnaire, literature, data statistics and other research methods, combined with the existing incentive theory of seven schools management rules and regulations, this paper analyzes, summarizes and draws the following conclusions: first, the degree of leadership’s attitude affects the construction of basketball team structure of high level athletes and coaches; Second, the formulation of incentives should give priority to spiritual needs,material needs and the contradictions of learning and discipline; Third, the Beijing municipal ordinary university high level basketball athlete’s incentive mechanism should further improve; Fourth, the Beijing municipal colleges and universities competitive training incentive mechanism on the role of the school is quite different;Fifth, the influence of Beijing university high level basketball athlete competing training enthusiasm has four aspects: the main factors to learn the contradictions are difficult to solve, less to participate in major domestic events, commercial competition is insufficient, the level of the coaches to improve; Sixth, the Beijing university high level basketball athlete incentive mechanism has the following questions: leadership attaches great importance to the problems, training goal, the development and the problem of insufficient capital, system arrangement and format scheduling problem, the coach level, management system and operational mechanism to reform and improve the problems, the lack of intrinsic motivation.This study in Beijing university of race training incentive mechanism of rationalization proposal as follows: first, the school leaders to strengthen the awareness of the high level team. Second, improving the university team management system. The third increase of high level athletes spiritual and material rewards strategy. Fourth, perfect the training target, pay attention to set up incentive goals consistent with the demand of the athletes. Fifth, Ncaa basketball association branch of existing game adjust time, and organization more everyday. Sixth, the social from all walks of life fully coordination, to market the university basketball game.
