The study of educational evaluation has become one of the three fields of the modern education science research,while teaching evaluation study is the main content of educational evaluation.Especially,alone with the education reform father deepen,and according to the requirement of the state education committee assessment every five years,physical education was regarded by the university more and more.The university student are the direct participant in teaching,they deeply know the unanimous degree of teaching target and the relation between teacher and students.Whether the results of students' evaluation are accurate or not,it mainly depends on the scientific evaluation index.Based on literature,the research investigate major of P.E. university student,P.E.technical teachers and some administrators, combine the teaching specialty of P.E.technical course,establish the theory framework which P.E.university student evaluate technical teachers' teaching quality,by events analysis and exploratory factors analysis,review the credibility and validity,and strive for working out a proper question to evaluate technical teachers' teaching quality. The purpose of the study is to provide a valid evaluation facility for assessing high school teaching.It is significant to improve the teaching evaluation system,to promote the teaching level,to reinforce the school physical education administration,to increase the technical teaching quality.Results of the study showed as follows:Ⅰwe found the dimensions structure of evaluating technical teachers' teaching quality for P.E.university student include: improving the sense of the students' learning value,study effect of the students',enthusiasm of teachers',teacher classroom instruction content arrangement,group interaction between teachers and the students, respect on student,relation between teachers and students,breadth of coverage of teachers',practice of teachers',teaching reform and Curriculum construction.ⅡThe result of reliability showed that:αco-efficient of each factors are bigger than 0.60,it showed that each factors' is high consistency internal,and thee instrument reliability is high too.ⅢThe result of validity showed that:it reach to middle—high co-relation between factor and Instrument score,and it is middle—low middle—high between each factors.Each factor reflects the content measured in instrument.These showed the instrument has construct validity and content validity.
