This study is guided by distance education theory ,education evaluation theory and quality managerial science. On the whole,the author explores the quality evaluation question from two aspects:theory and technology. At the same time ,quality evaluation aims at the whole distance education system. It introduces main characteristics of teaching of distance education,function,characteristics,methods ,rules and technology for distance education evaluation . The paper analyzed system factors ,it is analyzed that the main ingredients of diatance education in detail which including student factor.Author put forword the models of the distance education teaching and the distance education evaluation .It explores how to evaluate the distance education quality systematically.At first,basing analysis of distance education system, author creat a table of quality evaluation indexes for pilot Web-based Education Colledge in national universities.Using analytic hierarchy process(AHP) and comprehensive evaluation means ,author make out idex weight and evaluation value of system or program. It summarize the collection,procession and feedback of quality evaluation information of distance education .Author introduces procession methods of evaluation information,such as multi-creteria fuzzy comprehensive evaluation method .At last ,author introduces how to draw quality management statistics diagrams ,and content of report of evaluation results.
