The students form their philosophy of life, value outlook and the personal characteristic in the stage of the university. The counsoller is the most direct and effective educational factor. But the quality of the team of the counsollers is not competent for the job well. It is very important to manage human resource to strengthen and improve the ability and quality of the counsoller.This research introduces the concept of competence to explore and construct the competence of the university counsoller to get the effective tool of choosing and assessing the university counsellor.Based on the theory of competence and implicit assumption, the study uses Behavioral Event Interview, Expert Interview and the open ended inventory survey to get the model of the competence of the university counsoller. Especially, the study uses other-evaluation that the undergraduate evaluate their counsoller, to investigate the competence of the counsollers.The research includes three parts. The first research constructs a theoretical structure model based on the literature summation, the open ended inventory survey, the Behavioral Event Interview and the expert interview. The second research makes out an initial questionnaire for the competence of the university consular according to the structure model and apply it to investigation in order to obtain the empirical structure of the competence of the university counsellor by the exploratory factor analysis and the confirmatory factor analysis, then form the formal questionnaire. The third research surveys the competence of the university counsellor with the formal questionnaire.Following are the main conclusions:1. According to the research on the investigation of 1975 students from 21 universities, we can conclude that the structure of the competence of the university counsellor is comprised of four dimensions: the knowledge and skill, the special ability, the social role and the motivation.2."The questionnaire of the competence of the university counsellor"has been composed based on the theoretical constructive model and the empirical research. It has been proven to be of fine validity and reliability through examination. 3. The analysis about the differences of the competence of the university counsoller is following:(1) There is no significant difference among university counsellor within the variable of gender, age and work year.(2) The significant difference exists among the different university. The competence of the key university is the best, and the junior college is the worst.(3) The significant difference exists among university counsellor within the kinds of the counsellors'majors. The consolers'competence of engineering and science, liberal arts, management is higher than the else major. The counsellors'competence of the management is higher than the liberal arts and the else major. There is no significant difference between management and engineering and science.(4) No significant difference exists within the accord of the counsellors'major and the students'major.(5) Who gain the remarkable counsellor have higher competence than those not.(6) There is interaction on the major of the counsellor and gender. The female have higher competence than the male if their major is liberal arts or management or engineering and science, but it is contrary if the major is the else.(7) There is interaction on the work year of the counsellor and the kinds of college.
