Study On Challenges And Coping Strategies Of Managing Office Administrative Affair In H University

Administrative management in higher education institutes(HEIs)is an indispensable part of public-service provision in HEIs.In the new century,administrative function in HEIs has been extensively expanded,yet the related theory and operating process are not effectively updated.40 years into China's reform and opening up,office administrative affair in Chinese HEIs is still facing many challenges.On the one hand,the vigorous development of higher education demands more from its administrative support.On the other hand,constraint by conventional management style,it is plagued by low efficiency and poor quality.From the perspective of university administrative system,this paper systematically reviews relevant research results of administrative affair and its outsourcing in HEIs home and abroad.After clarifying the logic order and concept of public services in HEIs,administrative affair in HEIs and office administrative affair in HEIs,the paper further analyzes the theoretical basis of service outsourcing and summarizes practical experience and insights of administrative outsourcing management in HEIs overseas.Moreover,to address daunting management problems in office administrative affair in HEIs,this paper takes H University as an example and seeks an in-depth analysis due to its significant role in HEI management as a whole.By sorting out the content and nature of office administrative affair and defining its characteristics,this paper concludes that service outsourcing is the best way to optimize office administrative affair in H University after discussing challenges and reasons of general service outsourcing in HEIs in the areas of school bus management,postal service,conference venue management and event planning.This papers maintains that,under an appropriate management framework,cooperative mode and codes of conduct,outsourcing office administrative affair can improve its quality and efficiency and better satisfy faculty's and students' needs from a more professional perspective.In this way,the outsourcing of administrative affairs at H University can be regarded as a meaningful trial in marketizing public services in HEIs as well as a beneficial exploration of new ways to improve administrative functions and innovate public services in HEIs.
