The commonweal projects are necessary approach for social development, at present time, social assessment is an important content of project evaluation of our country. This paper based on the theory and method of participatory, drawing on forestry in Shanxi Province, China and Germany Technical Cooperation "in the practical development of land and forest and implementation of a participatory approach" (PAAF) project experience, the social assessment of commonweal projects for research.The paper first defines the definition and the scope of commonweal projects, reviews of the relevant theory of project evaluation; then introduces the concept, characteristics and content of evaluation of social assessment and social assessment of commonweal projects, and points out the main issues; Then gives an account of the theory and methods involved in the basic principles, main contents and applications point of view and its development research; Finally, drawing on the experience of Shanxi PAAF projects, researches and analysises the outcome of the application of participatory in the PAAF project, gives the conclusions and recommendations for the theory and method of participatory involved in the social assessment of commonweal projects.The innovation of this paper can be described as follows: The face of China's public commonweal projects in the academic research community has yet to evaluate the depth, practice has not yet been given due attention and a wide range of situations effectively, through analysis and drawing on the experience of the application of theories and methods of participatory from the PAAF project, provide a reference and ideas for future theory and application of participatory approach to social assessment of commonweal projects, with an important reference.
