A Study Of Third-Party Evaluation Projects For Venture-Philanthropy

For the few past years,social organizations in China have entered into a stage of rapid development,and many local governments have provided financial support to social organizations in the form of public welfare venture capital to carry out social service projects,thereby fostering and innovating the development of social organizations.At the same time,the evaluation of public welfare venture capital projects is entrusted to third-party organizations to monitor the use of public welfare funds in a more professional and fair manner,and to enhance the capacity of social organizations and the professionalism of project operation.The systematic and in-depth study of the design and implementation process of the third-party evaluation of public welfare venture capital projects will not only help further standardize the organization and implementation of public welfare venture capital projects,but also promote the professional development of social organizations.Taking the third-party evaluation project of X Evaluation Center in T city as an example,The field research method and case study method were applied,using participant observation and semi-structured interviews to collect information.We found that the third-party evaluation project supervised and monitored the progress and quality of the project,promoted the achievement of the project goals,and regulated the financial management and professional operation of the social organization projects.However,from the CIPP evaluation model and the enrichment evaluation theory,we can find that the project had limited coverage of the evaluation index system,insufficient theoretical basis and unscientific evaluation methods,insufficient needs assessment,insufficient on-site evaluation,insufficient evaluation effects and insufficient application of evaluation results in the project implementation process,and the project had difficulties in maintaining value neutrality and indifferent awareness of responsibility.Ethical issues such as the lack of value neutrality and the lack of awareness of responsibility in the project.Based on the CIPP evaluation model and the incremental evaluation theory,we propose to improve the design of the evaluation index system and establish a better project evaluation system,enhance the independence of third-party evaluation,improve the professionalism of third-party evaluators,establish an evaluation feedback mechanism and expand the application of high-quality projects.We also propose to improve the professionalism and ethics of evaluators and promote the construction of legal and ethical regulations for third-party evaluation.Through field research,we concluded that third-party evaluation can effectively monitor and improve the effectiveness of social organizations’ public welfare venture capital projects,that the design of public welfare venture capital third-party evaluation projects should pay attention to the scientificity of the evaluation index system,that the implementation of projects should further improve the timeliness and professionalism of evaluation,that the fairness of evaluation should be paid attention to and that the rights and responsibilities of evaluators should be clarified.Moreover,this dissertation provides insightful reflections on the professionalism of third-party evaluation projects for public benefit ventures,the evaluation of projects,third-party evaluation of social service projects in the context of public benefit ventures,and ethical issues in research.
