Compared with them, study of commonweal project evaluation just launches, especially the theories of social evaluation of commonweal project are still under standardization.The paper has studied social evaluation of commonweal project deeply and systematically both in theories and practical level in order to find the effective way to put it into practice. Thus, firstly, the paper has reviewed the development of the project social evaluation. Then, the paper defines the concept and category of commonweal project evaluation, and describes the characters of the commonweal project evaluation. And it pointes out the project of meteorological early warning of geo-hazards in Shandong province is a kind of commonweal project and the evaluation of this project should follow the demands of commonweal project. And the paper summarized the development of commonweal project evaluation. Furthermore, according to the characters of the project of meteorological early warning of geo-hazards in Shandong province, a new and reasonable evaluation indicators system was set up in this paper. And the paper introduced the Analytic Hierarchy Process (AHP) and pointed its limitations, so it combined with Fuzzy Comprehensive Analysis, and made some improvement on AHP for constructing a suitable effective evaluation model. Finally, the social impact of this project was evaluated in the paper.The innovation of this paper can be described as follows: In the academic, research about how to evaluate the project of meteorological early warning of geo-hazards just launched. By investigation the actual situation and consulting large of experts, and combining the relevant theories of social evaluation, an indicators system and model were built up, then, evaluated this project by this model. The paper offered a frame for this kind of project social evaluation; with the project evaluation, project administrators can find the shortage of the project and the direction of improvement. So it can be used for reference in the future.
