At present,construction of spiritual civilization have been landslided,the reason could be related to long-term neglecting construction of moral education. Now Improving Civic Morality,we must start from the public moral education. Primary stage is a critical period of moral sense,effective civic education will enable children to form good civic awareness,who will become the sensitive people when face the issue of public moral,atlast,they will promot citizen cultural of China. Therefore,to explore the status and measures of primary public moral education is good for strengthening and improving public moral education,improving the level of social ethics.Based on the combination of theoretical analysis and empirical study methods,this paper explore the status and measures of primary public moral education in order to found the existing problems and to provide reasonable recommendations.therefore we could enhance the effectiveness of school public morals education. The full text is divided into four parts:The first part has analysed the connotation and social background of public morals,which layed The theory below for specific analysis of civic education in schools.The second part has analysed the examples of primary and secondary education that founded some problems in schools. The teachers have understanded the principle of public education,but in practice they teached to self-ehey.So the current goal of civic education and the determination of the content have certain problems.In the third part,I analysed the reasons of current problems,educational goals are determined by the idealism of China's traditional moral; educational content is due to the "unbalance between the public and private"; the construction of evaluation of the moral education need to reflect on the tendency of "re-light to know". At last we must take specific measures such as upholding the principle of equality,teaching students the general way of thinking; promoting the altruistic feelings, awaking students to lovethe heart and so on.
